多国聚首巴黎谈伊斯兰国问题

美国国务卿克里、俄罗斯外长拉夫罗夫以及伊拉克外长贾法里等约30个国家的外长和国际机构代表等15日在法国巴黎召开国际会议，商讨如何应对伊斯兰极端组织"伊斯兰国"的问题。

会议经过约3个小时的讨论后发布了一份声明。与会各方一致认为，伊斯兰国已经对整个国际社会构成威胁，各方必须为伊拉克新政府提供军事等方面的援助，迅速清除伊斯兰国这颗毒瘤。

法国外长法比尤斯在会议结束后会见记者，强调了本次会议的成果，并表示，本周末起，各国将在纽约出席与联大会议同期举行的国际会议，期待届时各国能够进一步紧密携手。

但另一方面，对伊斯兰国构筑国际包围网的过程中也暴露出一些问题。俄罗斯外长拉夫罗夫会后则再次对美国加大对叙利亚空袭力度的方针表示了担忧；也有报道说，与伊拉克和叙利亚接壤的土耳其拒绝为美军提供基地，理由是担忧伊斯兰国威胁本国。

「イスラム国」包囲網 構築に課題

フランスのパリで１５日、「イスラム国」への対策などを話し合う国際会議が開かれ、アメリカのケリー国務長官やロシアのラブロフ外相、それにイラクのジャファリ外相などおよそ３０の国や国際機関から外相などが出席しました。

およそ３時間にわたる会議のあと声明が発表され、各国はイスラム国が国際社会全体の脅威になっていることから、イラクの新政権に対して軍事面を含む支援を行い、速やかにイスラム国の脅威を取り除く必要があるという認識で一致しました。

フランスのファビウス外相は会議のあとの会見で会議の成果を強調し、国連総会にあわせてニューヨークで今週末から開かれる国際会議で各国が連携を強めることに期待を示しました。

しかし、ロシアのラブロフ外相は会議のあと、シリアに空爆を拡大するアメリカの方針に改めて懸念を示したほか、イラクやシリアと国境を接するトルコは、イスラム国の脅威が自国に向かいかねないという懸念からアメリカ軍による基地の使用を拒否したと伝えられていて、国際的な包囲網の構築に向けて課題が浮き彫りになっています。

Intl. community to unite against Islamic State

Diplomats from around the world have called on the international community to unite to combat the threat posed by the Islamic State militant group.

Foreign ministers and other participants from 30 nations and international organizations attended a meeting in Paris on Monday hosted by French President Francois Hollande.

Attendees include French Foreign Minister Laurent Fabius, US Secretary of State John Kerry, and Russian Foreign Minister Sergei Lavrov.

Hollande opened the talks by saying that the terrorist threat is global and the response must be global. He said there is no time to waste.

They discussed military and security responses to the Islamic State, which is gaining ground in Iraq and Syria.

The participants released a joint statement after the talks, saying they agreed that the Islamic State extremist group poses a threat not only to Iraq but also to the entire international community.

The statement stressed the need to offer military and other aid to the new Iraqi government, as well as to remove the threat of the Islamic State immediately.

The US Central Intelligence Agency announced last Friday that the Islamic State militant group has amassed up to 31,500 fighters.

A key challenge for the international community is how to stop the group extending its influence, as increasing numbers of young people from the United States and Europe are joining the organization.
